A measure to help flood victims affected by Superstorm Sandy was overwhelmingly approved by the House in a 354-67 vote Friday.
I have searched the phrase "flooded victim" but there are no hits. Therefore, I think it is wrong.
Can you explain why I can't use "flooded victims" in the sentence above.
Can I use this phrase in other context?

It was confusing me because in my native language we can say "flooded victims" talk about people whose houses are flooded but this is not correct in English.
They would be flood victims in English.
:up: ... but I think I've heard people describe flood victims as 'flooded out [of their homes]'. Or, if I haven't heard it, I could make sense of it.
