going to + negative

Could you please tell if it's correct to say

" I' m going to not to talk during the lesson."


or to be going to should no be used with negative main verb

shell I rather say

" I am not going to talk during the lesson "

You don't need to put a space after opening quotation marks or before closing quotation marks. Don't put a space after an apostrophe either.
