What is tyhe ORIGIN of the expression "dressed to the nines"?

Other answers included variousd uses but none gave the origen.

Some people claim it comes from an old saying. "Nine tailors make a man (or the man)." That seems plausible, but I cannot say for certain. Also, there seems to be no consensus as to what the "Nine tailors ..." saying means.
