Default meaning of a sentence

I a brazilian student and I don't know the meaning of the sentence "How has it come to that?"[/b]

Context is always useful, but it is highly probable that that means how did it get to be that way.

It suggests that something has gone wrong and the speaker finds it hard to believe that the situation has gone this wrong.
