Default Which tense?

Hi,

could you please tell me which tense should be used in an auditorīs report and similar documents?

Should I use - I have verified, I have found, I have conducted, it has been prepared etc. throughout the whole text? Or is simple past tense OK? Could you possibly give the reasons for using that particular tense?

If you look at this example, you'll see they use different tenses:

The present perfect is used when presenting the report, the past for the details of the practices and the present for the findings.
