A jobbie in a hat ?

I am translating a novel into french, and I do not understand the following sentence : "Looking like a jobbie in a hat." It is said about a young man "with bleached-blond hair and spots dressed in standard security-guard brown with yellow trimmings and a peaked cap."

A jobbie is a term for a turd, so I think it's a reference to the colour of the uniform, and possibly the general look of the person.

It seems we're travelling in the same boat - funny! I'm translating the same book as you, only it is to Hungarian. And I got stuck at the very same sentence, the one you asked I almost finished it - a good eighty pages still to go. How are you doing? when is going to be released in France? Are you enjoying it? I am, rather, it's just I've got a three and a half year old daughter, so it's not really nice to read about all those killings and violence and abuse.

Be careful. 'jobbie in a hat' doesn't mean the same as a turd actually done in and lying in a hat. You have to anthropomorphize, and see a jaunty jobbie walking down the road, wearing a hat!
'in a hat' = attired/dressed in a hat=wearing a hat on his head
