correct sentence structure?
If you state that all people deserve a second chance, can you then add: "Why does not a doctor?" as a complete sentence? It seems to me that this isn't complete, that you should add "Why does not a doctor deserve a second chance?". Am I correct?

I would write "Why doesn't a doctor deserve a second chance?" or "Why does a doctor not deserve a second chance?"

You can say 'Everybody deserves a second chance. Why doesn't a doctor?' or '...Why not a doctor?'
Repeating 'deserve a second chance' would be superfluous.
