Logic: Every ... doesn't

I came across an article in Forbes today titled "Every Successful Company Doesn't Start In Silicon Valley".

With my modest grasp of logic and the English langauage, that means "no successful company starts in Silicon Valley".

What I gather from the article however the author meant is that "not every successful company starts in Silicon Valley".

Is it proper use what the author writes?

It seems a sloppy title to me. I would use "Not every successful company starts in Silicon Valley".
