Talking take the word back?

Hi!
the follwing sentences are about the controversial issue of transanctin of human organs. my first question is
(after discussion with some doctors)
1. I will take the word back to the nurses about her and we will talk about it some more before we decide(wheterh or not to let the patients die

( it is about whether to allow or not the selling or buying of human organs)
2. some opponents of the law simply think that it is addressing the wrong health issue. . what does it meay by addressing the wrong health issue? is it possible for you to paraphrase this part for me?

I always appreciate your help and again i am looking forward to seeing your answers.

1- Pass on the informoation
2- address = look at/deal with, so it's dealing with the wrong question.
