As I said in my first reply, the phrase is "to develop an interest in something".
"An" is an indefinite article.
You can say:
I want to develop an interest in photography.
He was starting to develop an interest in art.
You can also personalise the interest:
I would like to follow up my interest in photography.
His interest in art was set off by a visit to The Louvre in Paris.
If your teacher put the phrases you quoted on the board in a classroom, then your teacher was wrong. I suggest you point that out to him/her.
Remember - correct capitalisation, punctuation and spacing make posts much easier to read.
