First, a request, as per the forum rules, for you to include part of your query in the thread subject. It helps responders considerably if you include, say, "have had/had have" in the subject.
With regards to your actual query, as an NES, but not a teacher, my usage would be as follows - I would leave the teachers to define the corresponding rules and to advise if my version works for them:
1. I have had few better opportunities to learn to read and write Thai at an earlier stage in my life.
2. I wish that I had have been able to learn to read and write Thai at an earlier stage in my life. (?)
3. I wish I had had the opportunity to read and write Thai at an earlier stage in my life.
I'm not fully sure whether number 2 is correct - I would have probably omitted the word have in normal conversation.

I have had few opportunities to learn to read and write Thai over the past few months.
