I'm not quite sure I get what you mean but I'm inclined to say no unless the entire piece was based on that quote, or if it has been mentioned before. I wouldn't introduce a new quote in the conclusion. Your conclusion should simply sum up what has already been said into a neat little package.
If it's just a paragraph somewhere in the piece, then I don't see why you can't include a quote. However, I wouldn't start the final sentence of a paragraph with "To conclude" as that may cause confusion with the actual conclusion at the end.
