I need some help please.

1) Is there a rule regarding questions that start with 'did'?
2) Is there a rule regarding clauses that start with 'when'?

1 If the question starts with 'did', then it'll have a yes/no answer and be about the past.
2 In clause with 'when' we don't use 'will'.
