renting out = leasing out
In Canada we call "jump leads" "jumper cables". If your car battery dies you can "boost" it with "jumper cables". Presumably they weren't just renting out the jumper cables. They were giving drivers a boost for a fee. The cables are useless unless they are attached to a running car.
