Default Article on Russian winter

I have somewhere come across a newspaper article on Russian winter. And I can´t make out the meaning of one sentence, especially phrasal verb TO LEASE OUT. Here is the sentence
Several enterprising Muscovites turned a quick profit by passing along ranks of stalled cars, leasing out their jump leads, to frustrated motorists.
So could you please tell me what it means to lease out. Maybe you could make up another sentence using this phrasal verb.

renting out = leasing out

In Canada we call "jump leads" "jumper cables". If your car battery dies you can "boost" it with "jumper cables". Presumably they weren't just renting out the jumper cables. They were giving drivers a boost for a fee. The cables are useless unless they are attached to a running car.
