Can this be singular or plural depending on context? I have known it as only a sigular person.

In that context, "the executive" is seen as a single body of people and takes the singular. If you referred to them individually, they would be "the executives" (referring to the people) and would take the plural.

I would say that you're more likely to see "The executive committee is going to come ..."
