how much of what go on counts as apple?
I came across this quote somewhere giving advice on what learners of English should be aware of:
"To learn “apple” it is not sufficient to learn how much of what goes on counts as apple; we must learn how much counts as an apple, and how much as another"
What does the first part mean (i.e. the title)? Could you please explain the structure?
THANKS a lot

It doesn't make any sense to me. Where did you find it?
