2 questions about job application letter

Hi everyone,

When writing a job application letter, if the advertisemrnt does not give any information about who is going to deal with the job application, shall I simply title the receiver as "Resource Manager" before the receiver's postal address? Any good suggestion?

Moreover, if the letter (in Block Format) is to be sent by email, do I need to write down my address and receiver's address?
