Is this sentence correct?
I would suggest "cannot" as one word.
And don't forget you need to end with a period/full stop.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
How are you going to prevent people from withdrawing?
What if it's a race and one entrant breaks a leg?
What if it's a stand-up comedy contest and one competitor's mother dies suddenly?
What if they simply change their mind and tell you to go away and multiply?
EDIT: On reflection, the above's a bit uncalled-for. Ignore it if you wish. I've just noticed you were asking whether to use 'resign' or 'withdraw'.
