The huge plant has been built by them in the town of N recently.

Here the word order is S+V+IO+place+time. Is it OK?

Thank you a lot for your answer, at first! But, dear teacher, here I am mostly interested in the position of the indirect object "by them" in the passive voice sentence. Where can I say it grammatically?
A huge plant has recently been built in the town of N by them.
    or
A huge plant has recently been built by them in the town of N.
    Which one is correct?

The most natural way is to omit 'by them', as bhaisahab did. If you insist on having it, your second sentence is probably the better version.
