According to the human history, people understood the importance of communication.
According to the human history, people understand the importance of communication.
Should I use present tense or past tense? (understand or understood)???

Firstly, you should change 'according to', which is a way of giving people's ideas, statements, etc. How about:
Throughout history, people have understood...
