1. Which does this "in higher education" decribe? "computer techonology" or "the Univerisy of Jordan"?
2. Can this be paraphrased to "with this study, that can be" without "and"? If it can be, what's the difference between the original and the paraphrased one?

As an NES, but not an English specialist :

1. The University of Jordan itself provides higher education.
I would, personally, therefore read it as meaning: "... study on computer technology in higher education, performed as part of a dissertation research project for the University of Jordan."

2. I believe there are at least 3 ways of handling this:
a) Any information that is obtained in connection with this study and that can be identified with you will remain confidential
b) Any information that is obtained in connection with this study (and/that) can be identified with you will remain confidential
c) Any information, obtained in connection with this study and identifiable/traceable back to you, will remain confidential
