That's possible, but my immediate assumption is that he left the house later than normal in order to go to school. He probably arrived at school late as well but that isn't completely clear.

Remember - correct capitalisation, punctuation and spacing make posts much easier to read.
If he 'arrived late' that's what he did. Or, less formally, he 'got to school late'. Or you could use some periphrasis, like 'He was late when he arrived/got to school'. Or, if in Ireland, he was 'late to school'!
