Could You clarify the next sentence:
"Not true, replies the Bahia state government, wich claims to have spent $2.1 billion over the past decade on basic tourism infrastructure, from roads to airports to sanitation."

There should be quotation marks after the word true. The words not true suggest that the Bahia state government is claiming that something (we don't know what, because you haven't provided the full context) is false/a lie/not true.

You have taken a sentence out of a larger text. It is better if you supply the sentences prior to this one so that a clear answer can be made. What I understand about this piece is -
1. The Bahia government is responding to a statement.
2. The government is saying that something in the statement is not true.
4. The government is saying that they have spent over $2.1 billion in the past 10 years.
5. This money was spent on such things as roads, airports and sanitation.
I assume that someone said that the government has not spent enough money on basic infrastructure needs and that the government replied by saying that they did. Basic infrastructure refers to such things as: adequate roads, a workable electrical system, a clean and reliable water system, and other such items.
