    Default "to" instead of "who" ?

    (it's about A Christmas Carol by Charles Dickens)

    1) The Ghost of Christmas Present - The second spirit to visit Scrooge, a majestic giant clad in a green robe.
    Why just "to visit"? Why not "who visits..." ?



    2)
    Fred - Scrooge's nephew, a genial man who loves Christmas. He invites Scrooge to his Christmas party each and every year, only to be refused by his grumy uncle.

    I guess that "each and every" is used to emphasize the fact that he does it really always, but I still have a question connected with it. Could I also say "....he invites him there each year..."?

    1- You could change it.
    2- Yes, you could, but you would lose the emphasis.
