Re: late lecturing about punctuallity
As Raymott said, we can only guess at the meaning of this rather strangely worded sentence, mainly because we have no more context. It could mean that he frequently lectures on punctuality (or lectures people about punctuality) but he does it at a later time than might have been appropriate. If he is a teacher and his students are regularly late for class, it would make sense to lecture them about punctuality as soon as possible, perhaps when they have been late two or three times. If he leaves it for six months, by which time they have been late perhaps three hundred times each, it would be a little late to start lecturing them on punctuality then!
Remember - correct capitalisation, punctuation and spacing make posts much easier to read.
