They are not even remotely close in meaning!
1. People react strangely to the fact that she goes around without shoes. For example, she's a child, and it's summer, and there are no stinging insects. Why shouldn't she go around without shoes? If you think this is a terrible thing, you are being a little weird about her going around barefoot.
2. People think she is very strange because she doesn't have shoes on (now).
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
