Default To 'Close a Topic' / To 'Close (a Topic) Down?'

In English, we normally say "to start/end/close" (a topic, or a conversation). I'm just wondering if it is also correct to say "to close (this topic) down", as I recently heard while participating in an English-speaking Club in my home town. (N. B. Amost all members of this Club are non-native speakers).

To my understanding, "close (sth.) down" means "to stop (the operation of sth. either temporarily or forever). If my understanding is correct, then "close down" can be used only with stores, shops, factories, or a company, but NOT with a topic of discussion.

Dear teachers and friends, please kindly correct me, if I'm wrong.

If you close a topic down, then you want it to be closed down forever.
