what does cordon sanitaire mean ?

I read this paragraph in a book but I didn't get what does it mean what makes it difficult the meaning of " cordon sanitaire ", I looked for it in my dictionary but in vain

the paragraph is :

. the belt was a plan for a cordon sanitaire between them and neighbouring people around the northern and northeastern

hope someone explain it for me

It is something to stop them coming into contact, presumably because of conflict or something. It could be guards, or a fence or a regualtion prohibiting them from passing.
