while we want to say you can stay, can we say: you can, not to go?

You cannot go - This is not the same- this is saying someone is not free to leave. However, it could be used with the idea of 'we want you to stay', but would have to be said the right way- in a friendly tone; otherwise, it might be misinterpreted.
