In the above text , the phrase " leading towards " is used . To me , it is wrong . The correct phrase should been " leading to " . Am I correct in my choice ?

Another question :

The compound rate is $10.00 for each parking offence . Can we use the word " compound " in this context ? Should it be " fine " ?

Unfortunately, that is not a sentence. It has neither a subject nor a verb.

I think your choice is the correct one.

I am not sure what compound rate is supposed to mean. Fine is the better choice.
