If you are referring to the digits, from right to left, they are:

Ones
Tens
Hundreds
Thousands
Ten thousands
Hundred thousands
Millions
Ten millions
etc.

The number you gave is "ten thousand."

123,456 is "one hundred twenty-three thousand, four hundred fifty-six."

and why not read 123,456 as 'one hundred (and) twenty-three thousand, four hundred (and) fifty-six' ?

Yes, I am speaking of the individual digits. The first is called the "ones" not the "units."

Some people say an "and" where you have shown them. I was taught that this is improper.

In BrE, we say 'units', not 'ones', and we read 123,456 as 'one hundred and twenty-three thousand, four hundred and fifty-six'.

Note that there should be a comma in '10,000'.

In BrE, we always include the "and".

In AmE, many do (without the ands).

In the number 386 for example, the number 6 is the "unit's digit" (in the "unit's place"), 8 is the "ten's digit" (in the "ten's place"), and 3 is the "hundred's digit."

I wouldn't use "digit" or "place". I would describe 386 as six units, eight tens and three hundreds. Failing that, I might say "... a six in the units column, an eight in the tens column and a three in the hundreds column".
