TESOL essay, please help

Hi, I really need your help.
I've been given an essay (part of my Tesol course), it's been great, difficult but great. I am a bit unclear with this essay-it's a bit confusing...that's the correct wording:
DESIGN A SHORT PROGRAMME AT INTERMEDIATE FOR SMALL GROUP ACTIVITY, WHICH EXPLORES EVERYDAY CULTURE OF BRITAIN. INCLUDE NORMAL COMMUNICATIVE ACTIVITIES AND SOME CULMINATING DISPLAY FOR SHARING THE MATERIAL WITH THE WHOLE CLASS.
Is this similar to lesson planning?.....Where do I start?

A programme would cover a course rather than a lesson.
