A deputy is a helper. Thus, a deputy sherrif helps the sherrif do his job. A deputy to an organization would be helping that organization perform its function.
English people say " a deputy to someplace( institute, organization),
Do they mean the deputy is going to attend the place, or he/she serves the function of the place instead of all the people?
This is not a complicated term but a complex one, though. :?
