One can list some basic principles of information literacy, like "recognize an information need"; "evaluate sources critically"; and "check to see if the site sponsor is reputable." But those precepts are only of limited help with all that people now use online recources to do.

what are the "with all that" and "to do" mean?

To me it suggests that the criteria for judging the worth of a site, which are rooted in more traditional academic approaches to sources, are a limited value given the many things that you can do on the web. I suppose an instance of this would be linking, which people use resources for (as a source of other sites), but the evaluation of source, sponsor, etc, would be a little use here.
