Default man with a paper hat

what does this saying mean? I think I have an idea but I need someone to verify it.
Does this refer that the person wearing a paper hat should not be taken seriously? What's your opinion?

It's not a saying that I've ever heard, and Google only has 14 exdamples of the phrase.
