Right. There should be only one main verb. Given your example structure: auxiliary verb, verb?, subject, the main verb, the second verb is out of place. Here's the structure you're looking for:
not only + Auxiliary + Subject + Main Verb
type 1: Not only would he say . . .
=> Note, there should be only one main verb; e.g., say
Subject + Auxiliary + not only + Nain Verb
type 2: He would not only say . . .
