I am lack of three dollars.
I am lacking three dollars.
I am out of three dollars.
Can I use the above three contexts to say that I have not enough money?
Or is there any other way to say what I meat?
Only the second one is correct. You could also say "I am three dollars short" or "I am short three dollars".
