"The district administration reviewed the situation"
Past simple tense ( basic tense for telling a story about something that happened in the past ). If someone asked me 'What happened?', I would use this tense.
"The district administration has reviewed the situation"
Present perfect tense ( for telling what has happened up to this point in time ). If someone asked me 'What is the current situation?", I would use this tense.
