Default Tense in report format

I facing some grammar problem while writing a report to my boss.I would like to seek your (expert) kind assistance help me to solve the problem.


a) Base on the result, the reading difference was about 10 mm.
b) Base on the result, the reading difference is about 10 mm.
Which one is correct? Please note that, the 10 mm is a fact and we can’t change it.

a) The reading at P1 was the highest because it was located near to heater.
b) The reading at P1 is the highest because it is located near to heater.
c) the reading at P1 was the highest because it is located near to heater.
Which one is correct? Please note that, the located and reading is a fact. The P1 location is same until now.

On the basis of the results the reading difference is about 10mm
Based on the result the reading difference was about 10mm

The reading at P1 was highest as it was nearest the heater
The reading at P1 is the highest as it is nearest the heater
The reading at P1 was higher as it was nearer the heater

Might be dependent on the rest of the context in the report
