I don't know what you mean,may be you want to say "a million dollar"if so,
It should be "is"
we use singuar verb for money,even though it's a large amount.
For an example:
2 million dollars is too much to buy that old house!

When you use a million dollar as a group use "is"
When you use a million dollar separtely use are Eg.
Million of dollars are / were scattered on the Road.
Million of dollars is earned by competent men

Here, we are talking about one million individual dollars -- one dollar here, five dollars there and so on.
A million dollars is more than enough to buy a house.
Here, we are talking about a sum of a million dollars.
It's a very small difference, but also very important.
