Question general aims for teaching English in Saudi Arabia

hi ....... I am a new English teacher . would you please provide me with the following :
1- general aims for teaching English in Saudi Arabia .
2- specific aims for teaching English in elementary stages .
3- specific aims for teaching English in intermediate levels .

hello there !
for me as a teacher of english as a second language in a High School, i think that teaching should be governed by objectives so as that stusents will be able to integrate or mobilize acquired knowledge and skills in real life situations . i mean that teachers should work with competency based approach .
So, i'm very interested to tackle this issue with teachers from all around the world for more information .

Given that the context is the Saudi Arabian education system, then the Education Ministry would be the people who produce such guidelines.
