Smile foreign language versus second language

hi,

doctor i would like to know the difference between the forein language
and the second language.
i'm very thankfull in advance

If you're living in the country where the language is spoken, and it's not your native language, then it's a second language. If you're not living in a country where it is spoken, then it's a foreign language.
