1) A "quale" is the singular of "qualia" (meaning "properties" or "qualities", from a Latin word meaning "what kind of"). My Latin is a little rusty, but I believe "qualia" was just a preposition in Latin, not a noun, so "quale" would be a back-formation, and as such has no "correct" pronunciation. These words are normally pronounced according to the rules of regular English pronunciation (if there is such a thing).
So I would pronounce it "kwayal" (like "quail"), but if it were a Latin word, it would be "kwa-leh".
2) I have never heard of the word, but it sounds Italian rather than English. If so, it would be pronounced "ro-at-si".
