'all' modifies 'villagers', not houses, so it should be close to 'villagers'
Note, colloquial ". . . villagers, all (of) whose houses had been damaged . . . ."
A) all but boring
I've heard A) before, but in terms of Standard usage "anything but boring" is the correct choice. The reason being, "all" is synonymous with everything, all things. The chairman's speech wasn't 'everything, all things'. Rather, it was anything but boring; i.e., it wasn't boring.
