2-Relationships can fall apart so it is safer to stay alone.
Can one use 1, when what one really means is 2? (We all know that not all relationships fall apart.)

One can, but one would sound very cynical.
Maybe "Relationships often fall apart..." is closer to what you're trying to say, or perhaps even "...tend to fall apart..."
