In the following sentence, does it mean "What is expected of them = what is expected from them(babies) "?

"By satisfying the four basic needs baby will tune in more easily as what is expected of them and therefore feel more secure when it comes time to go to sleep."

I think it might be 'as to what is expected', but it is what is expected of the baby. 'Them' is used as a gender neutral pronoun here.
