Smile I am over the moon.

Dear all
I read an english book and I saw this sentence " I am over the moon " and I have had no idea what does it mean? Is it idiom?
Thank you for your help.

I am over the moon = I am very very very happy (about something), I am ecstatic, thrilled, etc.

Don't use this expression too often, though -- it's now a cliché. It was used too often by soccer players who, after a match, would always answer the question "How do you feel?" with either "I'm over the moon" if their team won, or "I'm sick as a parrot" if their team lost.

Footnote: Nobody knows exactly where the expression "sick as a parrot" comes from, but the best guess is that it was originally "sick as a parrot with a rubber beak".
