Are the following sentences correct?

2. "The problem is that the algorithm is to be executed in each domain independently; this issue begs a question, how to decide about the parameters of the algorithm."
3. "Since this is the case, change the last vector element in such a way that the last group contains five elements." (or "that the last group will contain..."?)
