Successive of the 2nd Executive Committee Meeting
Held on 23/2/2006
Time: 10.00 – 13.00 a.m.
Location: Gamal Mokhtar Conference Room


o Planning to perform the training course in Italy.
Discussion
The National Co-Manager presented his motivations for applying the Environmental Monitoring for SO2,Co2, and Ozone, pointing out that he verified that the percentage of those 2 environmental factors are very high as follow:
o For SO2 174 in Saqqara archaeological area.
o For the CO2 134 in the pyramids’ area.
Therefore he asked Dr. Pizzi - “Monitoring Expert of UNIPISA” to prepare a plan for an environmental monitoring system.
• He also expressed his point of view regarding the pollution in Saqqara, ensuring that we have first to pay more attention to the external ambient around the monument as well as the internal ambient, in order to find the solutions for avoiding the environmental factors which affect badly the archaeological heritage.
• He suggested that the environmental monitoring has to be operated by the Italian and Egyptian experts, therefore he is asking officially UNIPISA to nominate an Italian Expert to carry out this work with another colleague who will be nominated by the SCA.
• For the Egyptian - Italian cooperation in the technical field, he clarified that he is the Egyptian technical counterpart, and not Eng. Abdel Hamid Kottb, who is just a National Coordinator between the project and SCA as his job description in the contract.
• He agreed with Dr. Mawaheb Abu El Azm – EEAA that she will send monthly a team work to Saqqara archaeological site in order to check the percentage of the SO2 and CO2.
He also informed about the instructions given to him from Dr. Hawass
Director General of SCA who underlined that:
• It is better to pay more attention to the environment around the monument, assuring that the SCA intend to apply an electric train in the archaeological sites to protect the monument and reduce the pollution percentage.
• He also recommended to perform the training course in Italy for juniors; seniors and to be for 2 weeks for each.
• As the SCA regulations, it is forbidden for any contractor or any heavy equipment to get into the archaeological area, therefore any excavation work should be done under the SCA’s supervision.
• First, the plan of the tourist path should be presented and approved by the Permanent Committee of SCA, afterwards the plan of the San removal of Dromos ( Saqqara) should be also presented and approved by the same Committee.
• For the problem of GPS, he assured to him to get this problem solved by next week.

Speech attached to this minute of meeting.
Dr. Mawaheb Abu El Azm – Director of Environmental Quality System – EEAA:
• She underlined that, EEAA has about 52 stations and a permanent monitoring station supplied with all parameters, assuring that EEAA does not have any monitoring station in Saqqara area.
• She suggested circling the heritage area, keeping the traffic away from the area by about 2/ 5 k.m.
• She also suggested using a traffic working by clean energy like CLG and electric.
• She underlined that EEAA is ready to send its big mobile unit supplied by a permanent monitoring system and all parameters to Saqqara, to remain there for 3 months starting from the next week for measuring the pollution percentages during day and night, and compare the results.
• She highlighted the importance of having a permanent monitoring to measure the sulfur, So2, and Ozone, and EEAA’s disposition to offer the due sustainability to manage this station and to take all the data to be sent to the people concerned.
• She pointed out the importance of having a CLG’s station in Cairo with the help of an Italian company.
Mrs. Samia Guirguis – Ass. Representative of UNDP:
o She exposed the example of UNDP project of electric buses which are used now in Luxor with a clean energy.
o She agreed with the idea of operating an environmental Monitoring System saying that the two sides are completing each other, by mean of selecting an expert from UNIPISA and an Egyptian expert nominated by the SCA.
o She is by the idea of adding a component to the project which could improve the outside air, highlighting the possibility of joining projects together.
Mr. Yehia Eid – General Director of Cairo & Giza Archaeological Sites:
o He assured to follow what is going on in our project, as it was the first time for him to participate in our meeting.
o He underlined that the environmental management system to be applied in saqqara , should be firstly discussed by the Permanent Committee.
o He underlined the importance of giving great relief to the problem of the underground water which affects badly the archaeological site, clarifying that the underground water has to be analyzed so that we can study the risks and the solutions for such graet environmental risk.
o He clarified that the signature of Dr. Zahi Hawass on any document does not mean approval, but means that the subject is be presented and discussed by the permanent committee of SCA.
Mr. Atef Darwish – Director of NCS-EEAA:
He suggested the possibility of constructing of a fixed station for environmental monitoring system, which could be done by EEAA during 2006.
UNIPISA Technical coordinator Mr. Antonio Giammarusti:
 He underlined that, the main task of the project was not to make an environmental monitoring system but to apply the monitor system, so that we can check the risks and the hazards inside the tombs, as mentioned and signed in the official documents.
 He presented the technical procedures of the monitoring operation upon Dr. Marchetti’s request, as follow:
o Collecting data
o Elaborating data
o Joining the two data base
o Organizing the site information system using GIS technology
o Checking the risk analysis
o Having the outputs from the monitor system fixed inside the tomb for measuring temperature, relative humidity, and air flow.
These procedures enable the decision maker to decide if the tomb is to be open or closed.
He underlined that there would be a courses in Italy for the site directors, and he presented the training plan of UNIPISA.
He mentioned that the activities in Saqqara will be started by September for studying the hazards and the vulnerability.
Dr. Said Dahroug – Egyptian coordinator of PCU highlighted that:
o The project during the 1st phase was getting information of the ambient air quality and the parameters inside the tombs, it was having the same parameters to measure outside the tombs from EEAA Monitoring Station located in Tebeen & Giza. Therefore he asked if these monitoring data are reliable to be compared with those measured inside the tomb.
o He highlighted the importance of having environmental monitoring outside & inside the tombs.
o He suggested doing the training in Egypt for saving time and money.
Dr. Marchetti – Italian coordinator of PCU:
o He underlined that the main target of the project was not to improve air, but to save the monument, because this is the archaeological site management as signed in the official documents.
o He pointed out the importance of keeping the priorities and the identity of the project.
o The environmental monitor is the responsibility of EEAA.
o He pointed out that the training plan has to be studied and rearranged Between UNIPISA and SCA; represented in Dr. Hawass, who will nominate the trainees.
o He asked to discuss the sand removal of Saqqara with the Permanent Committee of SCA as soon as possible to save time.
o He expressed his worries about the delay of the GPS.
o He highlighted the importance of Dr. Hawass’s attendance to the Executive Committee meetings.
Dr. Abdel Rahman El Aidy – Director of excavation work in Madi:
o He is agreed with the National Co-Manager in applying environmental monitoring system.
o He underlined the importance of holding the training course in Italy, which strengthens the relationship between the two countries.
o We have to keep the rules.
Mr. Kamal Wahid – Saqqara site’s Director highlighted that:
The work in Saqqara based on three activities:
1- Collecting and inserting data on computer using GIS and GPS.
2- Installing the monitor system.
3- The tourist path
He requested to start the work as soon as possible, because nothing of these activities has been achieved from the starting of the project.
Discussion has been made and the following recommendations have been approved:
• The environmental monitoring system of Saqqara is under discussion.
• For the track that should be done in Saqqara archaeological area: the plan will be presented to the SCA Permanent Committee in order to be approved to start the work as soon as possible.
• For the sand removal of Saqqara : an official letter will be prepared for Mr. Yehia Eid – Director of Cairo and Giza archaeological areas, who will pass it to the permanent committee of SCA to be discussed, as Dr. Hawass instructed.
• The training courses will be carried out in Italy with the participation of the side Directors and their assistants for 2 weeks, and the junior experts working in the project for another 2 weeks.
• Detecting the underground water of Saqqara, that affects the monuments badly increasing the humidity inside the tombs.
