how to read the years

Hi, everybody! I would like to know how to read the following years:
2020(twenty twenty, or two thousand and twenty?)
678(six seventy-eight, or six hundred and seventy-eight?)

An American speaker would likely oral describe the year as "twenty twenty". 678 is more difficult, since we don't know the context. Certainly, if money were involved, six hundred seventy eight is desirable; six seventy eight could be confused with $6.78.
